Philip Wright

City Attorney

Appointed in 2025, the City Attorney serves as the chief legal advisor and representative for the City, a small city of the second class in Kansas. In this role, the City Attorney provides comprehensive legal counsel to the Mayor, City Council, City Administrator, and all municipal departments, ensuring that city operations remain compliant with state statutes and local ordinances.

With a strong understanding of Kansas municipal law, the City Attorney advises on a wide range of matters including open meetings and records requirements, contracts, personnel issues, land use and zoning, public safety regulations, and economic development initiatives. The position also includes drafting and reviewing ordinances, resolutions, agreements, and policies to promote effective governance and protect the City’s legal interests.

As the City’s legal representative, the City Attorney appears on behalf of the municipality in municipal court proceedings and coordinates with outside counsel when specialized legal matters arise. A key priority is proactive risk management—helping city officials anticipate legal challenges and implement sound policies that minimize liability.

Committed to transparency, professionalism, and responsive service, the City Attorney works collaboratively with elected officials and staff to support responsible growth, fiscal stewardship, and the long-term well-being of the community.
