City Offices to be Closed for Martin Luther King Jr. Day

City offices will be closed on Monday, January 19, 2026, in observance of Martin Luther King Jr. Day. Trash collection scheduled for Monday will occur on Tuesday, January 20, 2026. For utility emergencies, please contact Public Works at 620-783-1900.

The City Council Meeting is scheduled for Tuesday, January 20, 2026, at 6:00 PM in the Galena City Council Chamber.

ODOR-X Information

Odor-X, a product specifically designed to combat odors, was introduced as a potential solution to the town’s odor problem. During the January 5, 2025, Council Meeting, residents requested that the product’s label and Safety Data Sheet (SDS) be made publicly available, allowing interested parties to review the product before use. It is important to note that while Odor-X addresses the odor, it does not eliminate the underlying gas. Therefore, its use will not replace air monitoring or the development of long-term solutions to the issue. Odor-X is intended to serve as a temporary measure to reduce the pervasive odor, which has been particularly noticeable in recent days.

Please be advised that Kansas Department of Health and Environment (KDHE) has granted approval for this product and its application in the landfill operations.

Odor-X is an all-natural, bio-catalytic odor suppressant and waste reducer for use with livestock, barns, manure pits, lagoons, septic tanks, and sewage treatment facilities.

Mode of action: Odor-X stimulates the microorganisms that break down odor causing compounds, such as sulphides, mercaptans, sulphur dioxide, aidehydes, amines, and ammonia, which are synthesized generally by anaerobic environments. The results are improved odor, promotion of aerobic waste reduction, better animal health, reduced fly and pest infestation, and an acceleration in the breakdown of manure and other organic materials.

Contents: bio-catalytic concentrate, anionic surfactant, activated carbon, and lignin.

Safety instructions: Odor-X is environmentally safe and non-toxic to people, animals, plants, soils, and surface and ground water.

What is ODOR-X?

ODOR-X is an all-natural, bio-catalytic odor suppressant and waste reducer. It is designed to reduce odors and aid in the breakdown of odor-causing waste compounds such as sulphides, mercaptans, sulphur dioxide, aldehydes, amines and phenols.
How does ODOR-X work?
ODOR-X attacks the root source of odors. It quickly and effectively targets odor causing compounds that result from the anaerobic activities of the micro-organisms which break down organic compounds in the absence of oxygen. ODOR-X stimulates the microbes that break down these compounds and provides them with the necessary environment to virtually explode into action and thus reduce waste and odor in the process. ODOR-X begins to work within hours and will continue the metabolic stimulation of these beneficial microbes for several weeks, at which time it should be re-applied.

Christmas and New Years Office Hours and Solid Waste Schedule

City offices will be closed from Wednesday, December 24, through Friday, December 26, in observance of Christmas.

Solid Waste collection for Wednesday through Friday routes will occur on Monday, December 29, and Tuesday, December 30, alongside the regularly scheduled Monday and Tuesday routes.

Additionally, city offices will be closed on Wednesday, December 31, and Thursday, January 1, for New Year’s celebrations.

Solid Waste collection for Wednesday and Thursday routes will take place on Friday, January 2, and Monday, January 5, along with the regularly scheduled Friday and Monday routes.

Hydrogen Sulfide minimum risk levels The Agency for Toxic Substances and Disease Registry (ATSDR) has established minimal risk levels (MRLs) for exposure to hydrogen sulfide (H2S). The Minimum Risk Level represents an exposure level at which no adverse health effects are expected occur. The MRL exposure level is calculated assuming an individual is continuously exposed to a constant concentration of H2S for a defined period of time. The acute MRL value is for continuous exposure to H2S up to 14 days. The acute MRL for inhalation of H2S is 0.07 ppm. An intermediate MRL value is for continuous exposure to H2S from 15-364 days. The intermediate MRL is 0.02 ppm. Odor Threshold information The Odor Threshold for hydrogen sulfide can range from 0.0005 to 0.3 ppm. An odor threshold is the minimum concentration of a chemical substance in the air that a human can detect or recognize as a smell, measured in parts per million (ppm) or billion (ppb). It varies widely by chemical, with some like hydrogen sulfide having extremely low thresholds (detectable at parts per billion). There is considerable individual variability in the odor threshold for hydrogen sulfide in humans. Odor thresholds are heavily influenced by individual factors like age, smoking, and genetics, as well as test conditions like humidity.

Overview:

POWERS AND DUTIES. (a) The planning commission and city governing body shall have all the powers and duties set forth in K.S.A. 12-701 et seq., and amendments thereto, and such other powers and duties as are now or may hereafter be prescribed by law. (b) In the event the city has no city planning commission or the city planning commission lacks a quorum, the city council may exercise the duties thereof.

BOARD OF ZONING APPEALS. The planning commission is hereby designated to serve as the city’s board of zoning ppeals with all the powers and duties as provided for in K.S.A. 12-759. The board shall adopt rules in the form of bylaws for its operation which shall include hearing procedures. Such bylaws shall be subject to the approval of the governing body. Public records shall be kept of all official actions of the board which shall be maintained separately from those of the commission. The board shall keep minutes of its proceedings showing evidence presented, findings of fact, decisions and the vote upon each
question or appeal. A majority of the members of the board present and voting at the hearing shall be required to decide any appeal. Subject to subsequent approval of the governing body, the board shall establish a scale of reasonable fees to be paid in advance by the appealing party.

Solid Waste Overage Changes

The City Council has approved Resolution 24-23, which introduced an increase in solid waste overage rates. This change ensured the continued quality of waste collection services while addressing increasing operational costs. See Resolution attached for more details.

Recyle Bins are located behind the Galena Public Library at 210 W 7th Street and behind City Hall at 211 W 7th Street.
