The “codification of a code book” is the process of organizing, collecting, and rephrasing existing laws or regulations into a systematic, user-friendly document called a “code”. This involves separating by subject, establishing a logical structure with titles and sections, performing editorial and legal reviews for accuracy and consistency, creating a table of contents and index, and finally, adopting and disseminating the new, comprehensive code. Any ordinance passed by a municipality after codification is effective immediately upon publication unless a later effective date is specified. The new ordinance then officially becomes part of the city’s body of law when it is incorporated into the municipal code through a supplement or recodification process.
