Overview:

POWERS AND DUTIES. (a) The planning commission and city governing body shall have all the powers and duties set forth in K.S.A. 12-701 et seq., and amendments thereto, and such other powers and duties as are now or may hereafter be prescribed by law. (b) In the event the city has no city planning commission or the city planning commission lacks a quorum, the city council may exercise the duties thereof.

BOARD OF ZONING APPEALS. The planning commission is hereby designated to serve as the city’s board of zoning ppeals with all the powers and duties as provided for in K.S.A. 12-759. The board shall adopt rules in the form of bylaws for its operation which shall include hearing procedures. Such bylaws shall be subject to the approval of the governing body. Public records shall be kept of all official actions of the board which shall be maintained separately from those of the commission. The board shall keep minutes of its proceedings showing evidence presented, findings of fact, decisions and the vote upon each
question or appeal. A majority of the members of the board present and voting at the hearing shall be required to decide any appeal. Subject to subsequent approval of the governing body, the board shall establish a scale of reasonable fees to be paid in advance by the appealing party.

Solid Waste Overage Changes

The City Council has approved Resolution 24-23, which introduced an increase in solid waste overage rates. This change ensured the continued quality of waste collection services while addressing increasing operational costs. See Resolution attached for more details.

Recyle Bins are located behind the Galena Public Library at 210 W 7th Street and behind City Hall at 211 W 7th Street.

Landfill Odor Update

September 22, 2025

In regards to the odor that arose last fall as the temperatures changed, we have, in collaboration with Jordan Disposal (the landfill operator), KDHE and the EPA, investigated ways to mitigate the nuisance that it has caused our community members. With that said, landfill operators have started applying layers of lime to the area on the landfill where the odor was detected from this past Spring. As per the studies and trials conducted, using lime amendment as a treatment for the mitigation of hydrogen sulfide (H2S) gas emissions have been successful. Once approval was received from KDHE for the use of lime, we then applied a significant quantity (over 100 tons) covering the area on top of the landfill that emits a detectable odor. The plan is to now monitor any reduction in detectable odor, and if effective, to continue layering with lime in any areas where odor is noticeable for the foreseeable future. Also note that while we may be able to smell the odor, it has yet to be detected at any harmful level and we are continuing to work closely with KDHE to ensure air monitoring protocols are being met for the safety of our citizens.

Evidence from other applications of lime, as well as lab testing shows that this is an effective treatment, however, we cannot be certain that this lime treatment will entirely remove the smell. We are optimistic that this will positively impact any smell that is coming from the landfill. Thank you for being understanding as we continue to pinpoint solutions to this issue.

Overview:

The Governing Body is the policy-making body of the City of Galena and decides what programs and functions that City government provides, in addition to responsibilities set forth by Kansas Statutes.

City Council meetings are held on the first and third Monday of each month at 6 p.m. in the Galena City Council Chamber located at City Hall 211 W 7th St.

Interested party must reside in Ward 4 of Galena, Kansas. See Map attached for details.

Fireworks 2025

Dates and times it is authorized to discharge fireworks within the City Limits of Galena, KS

June 27 through July 3, 2025

BOTTLE ROCKETS PROHIBITED. Bottle rockets and other similar self-propelled firework or fireworks devices consisting of a tube and attached guiding stock or rod shall not be sold or discharged in the city.

DISCHARGE ON STREETS AND PUBLIC PROPERTY PROHIBITED. It shall be unlawful for any person to discharge, ignite or fire any fireworks upon any public street, alley or avenue or in any park or public place within the city.

THROWING PROHIBITED. It shall be unlawful for any person to throw, cast or propel fireworks of any kind in the direction of or into the path of any animal, person or group of persons, or from, in the direction of or into any vehicle of any kind.

Preparation for Winter Weather

In preparation for winter weather this week, we wanted to make citizens aware of some schedule modifications if the predictions really occur:

  1. All city offices are already scheduled to be closed tomorrow, February 17th, for President’s Day. 
  2. The regular council meeting scheduled for Tuesday, February 18th, will be postponed to a later date (and will be published when a new date has been set). 
  3. Mondays trash is scheduled to be picked up on Tuesday due to being closed for President’s Day. We may be delayed on Tuesday, Wednesday and Thursdays routes due to snow and below freezing temps. Worst case scenario, we will be caught up on all regular trash days next week. We will not be charging anyone for trash overages for next week or the following week.

All updates and modifications will be posted on the City website and Facebook page. Dispatch will run 24/7 regardless of weather. Again, this is solely in anticipation for severe winter weather. If we do not get what is predicted then it will be business as usual.

City Welcomes New Police Chief

The City of Galena is please to announce Chad Allison as the Interim Galena Police Chief. Mr. Allison comes to Galena with over 29 years of law enforcement experience under his belt that ranges from patrol officer to IAB to supervisory roles. He currently serves as the commander of ODET- a multi-jurisdictional drug task force. Chief Allison will step in for a six-month period while the city continues the search for a new police chief, recently vacated by Chief Noble Dobkins. Chief Allison will work with GPD employees, as well as city employees, to maintain the function of the department and provide a smooth transition for when Chief Dobkins term ends in just a few weeks. Chief Allison, although not from Galena, has many ties to our town. His wife of almost thirty years, Jana Price Allison, is a Galena native and long-time Galena supporter. We feel blessed to have Chief Allison on our team for the time we do and look forward to a great partnership and the benefits we will receive from his expertise. Please help us welcome Chief Chad Allison to Galena!

Toys For Galena Kids 2024

The Galena Police Department hosted their annual boot block on Friday December 6th and raised a little over $2500. These funds are spent each year bringing each student at Spring Grove a gift from Santa and his elves.

Any added funds that we receive the Police Department and Clerks office team up and adopt Galena families each year and shower them with gifts from Santa and his elves. We appreciate all the support from area businesses and residents. Without you we would not be able to bring smiles to all of the families.

The city offices will be closed Thursday, November 28, and Friday, November 29, 2024 for Thanksgiving.

Thursday Solid Waste Route will be picked up on Monday, December 2, 2024. Friday Solid Waste Route will be picked up on Tuesday, December 3, 2024.
